③総合圏執行本部 役割 GCZ Executive Headquarter
◆総合圏運営方針GCZ management policy
　総合圏の運営は民主主義を旨とする。全体主義はこれを認めない。
The operation of the GCZ is based on democracy. We do not approve administration based on totalitarian.

　総合圏の定例総会は毎年一回開催する。総会には各加盟圏から一名ずつ参加し、個別事案を提案し、総合圏の結束に資する意見を集約すべく協議するものとする。
Regular meeting of GCZ is held once each year. At the general assembly, one member from each of the member countries will participate and propose a specific case. At the General Assembly, we will consult to gather opinions that contribute to the unity of the GCZ.
　本部執行部は、活動方針、保安隊の派遣、に関する業務を統括する。
The Headquarters' Executive Division will oversee the work related to the activities policy, dispatch of security forces.
　本部執行役員は全ての加盟圏の互選によって選出される。各役員の議決権は平等とする。
Headquarters executive officers are elected by elections of all member states. The voting rights of each executive shall be equal. 　本部の運営方針は役員会において議決する。
The management policy of the headquarters is decided at the board meeting. 　役員会の議決及び運営は民主主義を旨とする。
Decision and management of the Board of Directors is based on democracy.
◆安全保障Security
　加盟圏の安全を保障するため、総合圏は安全保障隊（以下保安隊という）を組織する。
To ensure the security of the member zones, the GCZ organizes security troops (hereinafter referred to as security forces).
　保安隊は、加盟圏の内政には関与しない。
The security forces are not involved in the internal affairs of the member zones. 　加盟圏から危険防止派遣の要請があったときは、保安隊は速やかにその要請に応え、万全の体制によってその活動に従事し、又は被害の復旧に尽力するものとする。
When there is a request for danger prevention dispatch from the member zone, The security forces follow its activities with a perfect system. The security forces work hard to restore the damage 　加盟圏はこの趣旨に合致する個別保安隊を組織することができる。総合圏本部は必要と認めたときは当該個別保安隊の派遣を要請することができる。
Member zones can organize individual security forces meeting this purpose. The GCZ Headquarters can request dispatching of separate security forces that were certified as necessary.
